The Nebraska Homebuyer Assistance Program (HBA)

The Nebraska Homebuyer Assistance Program (HBA)

About the Program

The Homebuyer Assistance Program (also called HBA) opens the door to homeownership, even if you don’t have a down payment or money for the closing costs. All buyers in this program must meet NIFA’s first-time homebuyer eligibility requirements.

This program includes a first and second mortgage loan. The interest rate for the first mortgage loan is higher because it includes down payment and closing cost assistance. The maximum amount for the second mortgage loan is 5% of the home’s purchase price. The term of the second mortgage loan is 120 months or 10 years. The interest rate on the second mortgage loan is 1%.

First Home Programs:

Is this your first home? Or has it been three or more years since you’ve lived in and owned a home? Then the First Home Program is for you!

First Home Targeted Program is for buyers who purchase a home located in a target area and do not need down payment and closing cost assistance. Buyers do not need to meet NIFA's first-time homebuyer requirement. Maximum household income and purchase price limits are higher when a home is located in a target area.Target areas are designated by the federal government. The following counties have targeted census tracts:

  • Adams County
  • Douglas County
  • Jefferson County
  • Lancaster County
  • Saline County
  • Scotts Bluff County

You can use NIFA's Geocoding/Mapping System to help you identify whether or not a specific home is located in a target area.

First Home Program Eligibility

Individuals who haven’t owned and occupied a primary residence within the past three years, are considered a first-time homebuyer. Even if a home was owned years ago, but has been occupied by renters for three or more years, to us that's still considered a first-time homebuyer.

Potential buyers do not need to be a first-time homebuyer if:

  • They are a qualified veteran who has been discharged from the service under conditions other than dishonorable OR
  • They're purchasing a home located in a target area. Use our Geocoding/Mapping System to help identify whether or not a specific home is in a target area.

Note: There are some situations when NIFA may grant an exception to the first-time homebuyer requirement. If one of these situations apply, a Participating Lender will submit documentation to our office for review during the loan application process:

  1. If home is lost by divorce and individual received no sale proceeds
  2. If home is lost by a natural disaster
  3. If home is lost by a forced job relocation

NIFA is committed to helping homebuyers get into their new home with a great, low interest loan, and minimal hassle.
