About the Program
OK Catalyst helps Oklahoma small businesses and research teams identify relevant Small Business Innovation Research and Small Business Technology Transfer opportunities. Its team provides no-cost support throughout the proposal-development process, from matching a project with an appropriate federal solicitation to reviewing the proposal before submission.
Support is available year-round and can range from a targeted proposal review to a longer proposal-development engagement.
What Businesses Should Know
OK Catalyst does not award SBIR or STTR funding. It helps eligible Oklahoma applicants compete for federal awards. Receiving assistance does not guarantee that a proposal will be funded, and the level of support available may depend on the applicant’s timeline and OK Catalyst’s capacity.
Applicants seeking extensive proposal-development assistance should contact the program well before the relevant federal deadline.
SBIR/STTR Support Services
Depending on the applicant’s needs and stage of preparation, assistance may include:
- Solicitation and federal agency matching
- Proposal strategy and development
- Technical and commercialization positioning
- Pre-submission review and feedback
Support can range from feedback on an existing draft to a multi-month proposal-development engagement. The program assists both first-time applicants and businesses pursuing later-stage SBIR/STTR funding.
Who May Qualify
No-cost assistance is available to Oklahoma-based small businesses and research teams pursuing SBIR or STTR funding. Applicants must also meet the requirements of the federal opportunity to which they plan to apply.
Because individual federal agencies establish their own topics, deadlines and application requirements, OK Catalyst first helps determine whether an applicant’s technology and proposed project align with an available opportunity.
How to Request Assistance
Submit the official SBIR Assistance Questionnaire. After submitting the questionnaire, applicants receive access to OK Catalyst’s consultation-booking page.
Requests received within 14 days of a federal deadline are handled as capacity permits. Full proposal-development assistance may not be available on that timeline.
